Abstract
The 2018 is a crucial year for politics in Indonesia. In that year, all political components in the country made it the starting point for preparations for the political event that will be held in 2019. Various major preparations such as the determination of presidential candidates, raising coalition partners, and also determining candidates for legislative members will be carried out in 2018. What's more, the democratic party in 2019 combines presidential and legislative elections at the same time. Thus, the political situation in 2018 is at a high temperature and full of dynamics.D.I. Yogyakarta's prestige as the heir to the great kingdom of Mataram and the historical role which is very important in the journey of Indonesian national life, makes this region very calculated in the national political arena. D.I. leader Yogyakarta with a very strong charisma, making it one of the respected figures in the Indonesian political arena. The combination of these makes D.I. Yogyakarta as one of the national political barometers. In order to maintain the stability of regional security, D.I. Yogyakarta is supported by the completeness of security infrastructure, including 1 regional police, 5 police / police, 80 police / police and 46 police stations scattered throughout the district / city.
Number of police officers serving in the D.I. area Yogyakarta in 2018 totaled 9,874 personnel. The number of police personnel in 2018 compared to 2017 shows a decline. As for the sexes, the majority of the police in D.I. Yogyakarta is 90.37 percent of men. While the number of female police officers was 9.73 percent. The higher number of male police officers compared to female police officers is allegedly related to police recruitment that is adjusted to the needs on the ground. Decreased police personnel and population growth in D.I. Yogyakarta causes the ratio of population per police to increase. This has resulted in an increase in the average police workload in providing services to the community. In addition, the increasing ratio of population per police also has the potential to reduce the effectiveness of police services to the community. These conditions must be anticipated so that they do not affect the amount of public complaints that are not handled properly, protracted investigations, or delays in the police at the scene.
The condition of security and public order can be seen from the lapse of crime (crime clock). The time lapse of crime is the time interval or time interval in which one crime occurs with another crime. The higher the value indicates that the security and order conditions in an area are getting better. Interval of crime in D.I. Yogyakarta is presented in Figure 3.2. In 2018, the crime clock on the D.I. Yogyakarta is 1 hour 38 minutes 51 seconds, meaning that every 1 hour 38 minutes 51 seconds on D.I. Yogyakarta occurred 1 new crime case. This condition is slower than in 2016 which is 1 hour 17 minutes 24 seconds. This shows that the crime in D.I. Yogyakarta is decreasing. In other words, the security and order conditions at D.I Yogyakarta are getting better.
Election results in 2014 on D.I. Yogyakarta for the Provincial DPRD, only nine parties have succeeded in getting their representatives in this institution. The nine parties based on the order of votes in the Provincial DPRD are PDIP (14 members), PAN (8 members), Golkar Party (8 members), Gerindra Party (7 members), PKS (6 members), PKB (5 members), Party Nasdem (3 members), Democratic Party (2 members) and PPP (2 members). Based on the composition of the sexes, members of the D.I. Yogyakarta is dominated by men. In 2018, the number of Provincial DPRD members who were male was 48 people (87.27 percent). While female members in the provincial DPRD were 14.55 percent. The percentage of women in this legislative body has increased compared to the previous year due to the change in time between PAN. Despite this, the involvement of women in the people's representative institutions is still relatively low.
The low representation of women in the legislature can have implications for the neglect of women's issues and gender biased policies in this region. In 2018, on a scale from 0 to 100, the IDI value for D.I. Yogyakarta is 80.82. When compared with 2017 where IDI D.I. Yogyakarta was recorded at 83.61, the condition showed a decrease of 2.79 points. Despite the level of development of IDI D.I. Yogyakarta is still in the category of "good" but needs serious attention because it is already at the lower threshold of the "good" criteria.
