Abstract

The highest form of Indonesia's commitment in implementing the SDGs is the issuance of Presidential Regulation Number 59 of 2017 concerning the Implementation of Achieving Sustainable Development Goals. The implementation of SDGs goals and targets is grouped into four pillars, namely the social development pillar, the economic development pillar, the environmental development pillar and the legal and governance development pillar. To facilitate analysis and discussion, the presentation in this publication also refers to these groupings. Despite showing a declining trend over the last five years, in 2020 the percentage of poor people in D.I. Yogyakarta has increased as a result of the economic contraction caused by the Covid19 pandemic. The increasing percentage of the poor population has made efforts to eradicate poverty even more difficult. Moreover, in the 2018 – 2019 period, the rate of poverty reduction experienced a slowdown.
The poverty depth index (P1) is an indicator to measure the gap between the average expenditure of the poor and the poverty line. In the period 2018 - 2020, the P1 index value in urban D.I. Yogyakarta shows a fluctuating pattern with a downward trend. In 2020, the P1 index value in this region was recorded at 1,857. When compared to the previous year, there was an increase in the value of the P1 index. This shows the deteriorating condition of poverty in urban DIY. However, when compared to 2018, the condition is still relatively better.
In 2020, the average daily calorie consumption of D.I. Yogyakarta as much as 2,201 kilo calories. Meanwhile, protein consumption is 70.4 grams. This condition is much better than in 2015, where the consumption of calories and protein per capita per day at that time was 1,940 kilo calories and 57.5 grams, respectively. In addition, both the calorie and protein consumption of the D.I. Yogyakarta in 2020 is also higher than the standard set by the Indonesian Ministry of Health in 2014 (BPS DIY, 2020). The Indonesian Ministry of Health's standard of calorie and protein consumption are 2,150 kilo calories and 57 grams per capita per day, respectively. Based on the results of the 2020 Susenas, as many as 93.77 percent of households in D.I. Yogyakarta has used PLN electricity as the main source of lighting. However, there are still around 5.97 percent of households that use PLN without a meter as their main source of lighting. The other 0.18 households use non-electrical energy as a source of lighting. D.I. economic growth Yogyakarta in the 2016 – 2019 period was recorded at 5.78 percent on average. The highest growth was recorded in 2019, where economic activity in the D.I. Yogyakarta experienced a growth of 6.59 percent. However, along with the Covid-19 outbreak, D.I.'s economic growth Yogyakarta in 2020 experienced a contraction of -2.69 percent.In addition to having a negative impact on economic growth, the COVID-19 outbreak also had a negative impact on the employment sector in D.I. Yogyakarta. In 2020, the unemployment rate in the region jumped to 4.57 percent. In the 2016 - 2019 period, the open unemployment rate was in the range of 3 percent. Even in 2019, the open unemployment rate experienced a decline when compared to conditions in 2018. Meanwhile, when viewed according to the main job status, the results of the 2020 Sakernas show that most of the workforce in D.I. Yogyakarta has more than 824 thousand workers/employees. As for the workers who work with the help of workers, they are paid more than 81 thousand. Meanwhile, non-agricultural and non-agricultural workers are more than 36 thousand and more than 117 thousand, respectively. In 2019, the Gini ratio of the D.I. Yogyakarta fell to 0.423. Furthermore, when the Covid-19 outbreak hit in 2020, the Gini ratio of the D.I. Yogyakarta increased to 0.434. Likewise, the national Gini ratio increased to 0.381.
